The Eau Claire Comprehensive Plan focused on the issue of managing fringe growth. A major achievement was gaining agreement from adjacent Towns on a pattern of land use, housing density, municipal annexation and utility extensions that would allow the City to expand in a compact, cost-effective manner. Extensive citizen participation from both the City and adjacent units of government was one of the keys to this successful planning program. Thirty meetings were conducted with a citizens committee appointed by the Council, two Saturday community forums were held, and materials were provided for a Web-site, newsletter, newspaper coverage, and meetings with neighborhood and civic groups. The plan also addressed transportation, parks, urban design, housing, historic resources, utilities, natural resources, economic development, downtown, intergovernmental cooperation and plan implementation.
