City of Clear Lake Village

Clear Lake Village first constructed their collection system and wastewater treatment facility in 1948 with upgrades in 1969. Because of the addition of a large industrial generator (Land O' Lakes), a second upgrade was needed in 1984. MFRA was initially retained to upgrade the facility with the hope of meeting U.S. EPA grantfunding requirements for funding of "innovative and alternate technologies." MFRA in cooperation with Zimpo, Inc., demonstrated in a pilot study that primary effluent filtration was effective in removing CBOD and TSS from roughing filter effluent solids. The facility was designed to use a combination of screening sand filtration, trickling filters, and clarifiers to meet the effluent limitations. This new technology was designated innovative by the U.S. EPA and the Village received a $2.1M grant to help offset the $3.1M construction cost for the 0.324 MGD facility. MFRA has worked with the Village on various facility projects throughout the 1980's and 1990's. In response to 1999 regulatory requirements regarding increased Wisconsin discharge standards, MFRA is assisting the Village in meeting these standards. MFRA also worked with the Village to reduce total phosphorus discharge to 1 mg/liter and develop 180 days of sludge storage.
